SharePoint 2010 - Business Intelligence Center Template Missing into site

I heard lots of things about BI tools and capabilities in SharePoint 2010, so onetime I thought to create Business Intelligence site then I have found out that Business Intelligence Center template is missing in my web application and after searching little bit online, I came to know that Business Intelligence Center template is not available default, for adding this template I need to activate PerformancePoint Services features in my site collection and site level. After activating these features I am able to see new site template into my web application for creating Business Intelligence.

Sending SharePoint list item as email attachments

I had event handler on OOB Issue Track list and on Item created and updated I need to send email to users about Issue Track information, sometime users are attaching documents to list item, so in this situation I need to send an email with attachments as well.
